Professional dual training as a Pharmaceutical Chemist and Lawyer, with over 30 years of experience in regulatory consulting and legal. Co-founder of the INVIMA (Instituto Nacional de vigilancia de medicamentos y Alimentos), advisor of the PAHO/WHO for more than 10 years, and recognized by Chambers & Partners as a leader in Life Sciences.
Author of reference works in pharmaceutical legislation colombian, university teacher, and international speaker on issues of regulation of health.

Milestones and history
1984
Foundation of the Firm
The LIbardo Cardenas G Cárdenas founded Pharmaceutical Chemicals Lawyers, the first firm that specialized in pharmaceutical law in Colombia.
1993
Cofundación of the INVIMA
Active participation in the creation of the National Institute of for Drug and Food Surveillance (INVIMA) by Act 100 of 1993.
1995
Consulting PAHO/WHO
Beginning work as a consultant to the Pan american Health Organization and the World Health Organization for more than a decade.
2005
Academic Publications
Publication of “Fundamentals of Pharmaceutical Legislation”, text adopted by universities in colombia and Latin america.
